Who Needs Rental, Housing or Utilities Assistance?
Many people may need rental assistance, including:
- Low-income households: Households that earn less than or equal to 80% of the Area Median Income (AMI) may qualify for rental assistance.
- Households of any size experiencing one-time or emergency financial hardship.
- These groups may qualify for rental assistance: Veterans, people with disabilities, those in treatment for an illness or addiction, and seniors.

The Emergency Assistance program is designed to assist families with emergency needs such as utility cut-off, eviction notice etc. Among other criteria, the household must have a child who meets the age requirements living with them and who is in their care, have income at or below 200% of the Federal Poverty Level and meet US Citizenship requirements.
Emergency assistance is designed to alleviate non-recurring, short term situations and is not intended to meet ongoing needs. Assistance cannot extend beyond four months.

The Low Income Energy Assistance Program (LIEAP) is a federally-funded program that provides for a one-time vendor payment to help eligible households pay their heating bills.
Applications are typically accepted from Jan. 1 – March 31 or until funds are exhausted.
Households that meet the following criteria may be eligible:
- Be responsible for its heating costs.
- Have at least one U.S. citizen or non-citizen who meets the eligibility criteria.
- Meet an income test.
- Have reserves at or below $2,250.(Resources will not be counted for this year’s Season from December 1, 2022-March 31, 2023)

IAM in Hendersonville provides crisis assistance including food, clothing, heat, utilities, rent, medication and other basic needs. Financial Assistance services available through IAM include utility assistance (electricity, water, gas), housing rent, heating oil, and prescription medications (once each 12 months).
For Heating Fuel Assistance:

- Know what kind of fuel you need: oil or kerosene
- IAM is unable to provide assistance for portable tanks
For Rental Assistance:

The Crisis Intervention Program provides federal funds to low-income families in heating and cooling crises. This includes utility bills, disconnect notices and other heating and cooling resources. There will be an assessment of the situation made and the family’s ability to avoid the same situation from recurring will also be evaluated.
Assistance is limited to $600.00 per household per fiscal year. The household income must be equal to or less than 150% of current poverty level and must contain a US Citizen or eligible alien and must be experiencing a crisis situation as defined by the State.

The Housing Choice Voucher (HCV) Program is a rent subsidy program funded by the Department of Housing and Urban Development (HUD). The program enables very low income families to obtain standard housing. To be eligible, an applicant individual or family must be very low-income (below 50% of area median). Families/individuals are expected to contribute 30% of adjusted monthly income toward rent and utility expenses; the balance, subject up to established ceilings, is subsidized.
Every rental unit is inspected to ensure that the unit meets minimum housing quality standards before a lease and Housing Assistance Payment contract are signed. Each year the assisted families are re-evaluated to determine whether their incomes still permit them to qualify for assistance under the program and to adjust the family’s portion of the rent. Units are also reinspected annually to ensure compliance with HUD’s Housing Quality Standards.

Weatherization Services make home improvements that result in safer and more energy efficient homes. The work may include testing the safety and efficiency of the primary heating system; air sealing walls, floors and ceiling; installing ventilation fan; insulating attics, walls, floors, heating ducts, pipes and water heaters; installing vapor barriers; testing and installing smoke alarms and carbon monoxide detectors; replacing old energy-consuming refrigerators.
Heating/Air Repair and Replacement Program (HARRP):
HARRP’s purpose is to repair or replace faulty, non-functioning heating and air systems in homes. Individuals with specific health problems may also qualify for a home cooling appliance repair or replacement.
Households living at/below 200 percent of the federal income guidelines are eligible for services. Families receiving Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), Low Income Energy Assistance Program (LIEAP) or Crisis Intervention Program (CIP) during the prior 12 months from application for weatherization are categorically eligible.
