Families may qualify for free or low cost child assistance programs if they need child care for a number of reasons, including:
- Work: If a parent needs child care to work or look for work
- School: If a parent is in school or a job training program
- Child’s needs: If a child has developmental needs or special needs
- Family crisis: If a family is experiencing a crisis
- Child protective services: If a child is receiving child protective services

Subsidized child care is a program funded through State and Federal dollars to assist parents with the cost of child care. Families receiving financial assistance may choose the child care program that best meets their needs.
In order to qualify for financial assistance for child care, parents must meet the program’s income guidelines and must have a need for child care. For most parents, the need for child care is that they are working full-time or are enrolled in school full-time. The subsidy program can assist parents with the cost of child care for children ages 0 – 12.
Presently more than 150 child care programs participate in the child care subsidy program. Parents may take their voucher to the child care program of their choice. The Child Care Subsidy Unit is available to assist parents with locating quality child care programs.

Big Brothers Big Sisters of Western North Carolina offers three mentoring programs—each of which provides its own unique opportunities for your child to engage with their Big Brother or Big Sister. There is no cost to participate in any of the programs, which include:
- Community Based
- After School
- School Based

- 52% less likely to skip school
- and 46 % less likely to begin using illegal drugs

Children who are under age 19 may qualify for free or low cost health insurance if they are uninsured and if the family income is higher than the Medicaid limits but less than 200% of the poverty level. There is no limit on resources. The coverage is similar to that of Medicaid. Eligible children receive a card which is valid for one year (unless they move out of state or become insured through another source).

NCDHHS: The Child Care Subsidy
The Child Care Subsidy program uses state and federal funds to provide subsidized child care services to eligible families.
You may be eligible to receive child care assistance if:
- You are working or are attempting to find work
- You are in school or in a job training program
- Your child is receiving child protective services
- Your child needs care to support child welfare services or if your family is experiencing a crisis
- Your child has developmental needs
Eligibility determination is valid for 12 months for child care services, provided the family remains eligible.
The parent must report to a child care social worker in the agency any change in their circumstances that may affect eligibility within 5 working days of the change

Early Head Start is a federally funded community-based program for low-income expectant families and eligible families with infants and toddlers under the age of three. It is a comprehensive, flexible, culturally responsive program that is designed to reinforce and respond to the unique strengths and needs of each individual child and family.

North Carolina Early Intervention Branch (NCEI) is a part of the N.C. Division of Public Health. It is the lead agency for the N.C. Infant-Toddler Program (ITP).
