  • Are working but live near the poverty level
  • Are military members or their families
  • Need to get to work
  • Are 60 or older
  • Cannot afford to repair their vehicle

The Crisis Intervention Program (CIP) is a Federally funded program that assists individuals and families who are experiencing a heating or cooling related crisis.

A household is considered to be in a crisis if it is currently experiencing or is in danger of experiencing a life threatening or health related emergency and sufficient, timely and appropriate assistance is not available from any other source.

Life threatening is defined as a household which has no heating or cooling source or has a disconnect notice for their primary heating or cooling service and the health or well being of a household member would be in danger if the heating or cooling crisis was not alleviated.

Households that meet the following criteria may be eligible:

  • Have at least one U.S. citizen or non-citizen who meets the eligibility criteria
  • Meet the income test
  • Have an energy related crisis
  • Have a utility statement that shows how much is owed to alleviate the crisis

Working Wheels is a nonprofit organization working in the Asheville area with the mission to transform donated cars into reliable transportation for working families who need them. Working Wheels envisions assisting people in need by opening the door to further education, better employment opportunities, greater self-sufficiency, and improved quality of life. 

Working Wheels collects and repairs donated vehicles and connects the repaired vehicles to the people who need them the most.

The Home Repair Program offered by Housing Assistance provides home repairs for people of low income in Henderson, Polk, and Transylvania Counties. This program provides home repairs and maintenance. Examples of eligible repairs include, but are not limited to:

– Grab bars
– Leaking faucets
– Roof leaks
– Floor repair
– Minor plumbing repairs
– Water heater replacement
– Steps and handrails
– Fall prevention modifications

Also known as the Section 504 Home Repair program, this provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards.

Who may apply for this program?
To qualify, you must:

  • For grants, be age 62 or older
  • Be the homeowner and occupy the house
  • Be unable to obtain affordable credit elsewhere
  • Have a household income that does not exceed the very low limit by county

Community Action Opportunities provides Weatherization Repairs for households at or below 200% the federal poverty level.  

Weatherization services offered include:

  • Testing the safety and efficiency of the primary heating system
  • Air sealing walls
  • Floors and ceiling
  • Installing ventilation fan
  • Insulating attics, walls, floors, heating ducts, pipes and water heaters
  • Installing vapor barriers
  • Testing and installing smoke alarms and carbon monoxide detectors
  • Replacing old energy-consuming refrigerators

Heating/Air Repair and Replacement Program (HARRP)

HARRP’s purpose is to repair or replace faulty, non-functioning heating and air systems in homes. Individuals with specific health problems may also qualify for a home cooling appliance repair or replacement.

Habitat for Humanity of Henderson County’s Home Repair Program serves low-income homeowners who struggle to maintain the interior and exterior of their homes. The program is designed to help preserve affordable homeownership and assist homeowners to live in healthy, safe and accessible homes.

Our goal is to use volunteers, alongside Habitat staff, to help make repairs affordable, so low-income homeowners can continue to live independently and securely in their homes.

This program is offered to qualified homeowners who have a need, are living on a low income, and live in an owner occupied home.

Essential Repair Services Include:

  • Handicap accessibility options,
    including ramps and grab bars
  • Exterior painting and/or staining
  • Porch and deck repairs
  • Plumbing and/or electrical components
  • Door and window weatherization
  • Siding replacement/repairs
  • Roof Repairs
  • Heating/cooling systems repairs

Property Eligibility:

  • Must be located in Henderson County, NC
  • Must be owner-occupied and the primary
    residence of all owners for at least 12 months
  • Must have need for essential repairs (cosmetic repairs will not be considered)

Homeowner Requirements:

  • Must have current Homeowner’s
    Insurance
  • Must be current on property taxes
  • Must be current on mortgage
  • Income must be between 30% and 80% of the HUD Median (see panel)
